CSOs and Trade Unions Unite to Expand Social Protection Rights.

Makwanpur, June 15, 2024 – In a concerted effort to enhance Nepal’s social protection initiatives, Social
Protection Civil Society Network (SPCSN), in collaboration with INSP!R Nepal and financial support by
We Social Movement (WSM), organized a significant two-day residential workshop titled ‘Social
Protection and Integrated Social Protection Framework – 2080′ at Om Adhyay Retreat, Makwanpur,
from June 14-15, 2024. The event convened representatives from 17 organizations, comprising NGOs
and trade unions, sparking insightful discussion on the future of social protection in Nepal.
Chaired by Mr. Tilottam Paudel, the workshop commenced with a warm welcome from Gopal Thapa
Magar, Secretary of SPCSN, who outlined the workshop’s objectives. Key discussions revolved around
critically reviewing the Integrated Social Protection Framework-2080, with a focus on strengthening
accessible and support systems for vulnerable groups.
Participants engaged in discussion covering diverse aspects of social protection, highlighting
achievements and confronting challenges. Central themes included universal social protection, the
advocacy role of trade unions, and critiques of existing social security mechanisms. After the discussion
the session was focused on addressing the challenges faced by informal sector workers, particularly
women and vulnerable populations. Highlighted systemic issues such workers encounter, including legal
recognition and access to basic social protections. Participants deliberated on strategies to integrate
informal workers into formal labor frameworks, aiming to enhance their social and economic security.
Trade union representatives emphasized the need for equitable healthcare access and preventative
measures. They shared successful initiatives like the Solidarity Fund, which offers crucial medical
support to marginalized groups. Discussions underscored the pivotal role of trade unions in advocating
for workers’ rights and improving social security implementations.
On the second day, participants delved deeper into the Integrated Social Protection Framework-2080,
forming groups to brainstorm actionable insights. They evaluated the framework’s objectives, assessed
ongoing programs, and identified critical hurdles and role of CSOs and Trade Unions requiring

immediate attention for action. Collaboration between CSOs and trade unions was highlighted as
essential in fostering an inclusive and effective social protection system. The workshop concluded with
insightful presentations from each group, consolidating recommendations for policy enhancements and
collaborative actions.
Mr. Tilottam Paudel thanked all the participants for their active participation in the workshop and also
shared that collaboration between civil society, trade unions, and governmental bodies will continue
shaping equitable and sustainable social protection policies.
