Background of Organization:

Social Protection Civil Society Network (SPCSN) is a dynamic and influential coalition established in Nepal in 2012. Comprising 19 non-governmental organizations (NGOs) and 2 international NGOs, SPCSN is dedicated to advocating for the rights of the most vulnerable groups in Nepalese society, including children (child grants, child rights), the elderly, people with disabilities, trafficking survivors, those with HIV/AIDS, single women, Dalit and the landless. Our mission is to promote access to sustainable and targeted social security, ensuring affordable, transparent, and accountable programs for universally accepted benefit. SPCSN operates on a foundation of values such as networking, transparency, and mutual respect, and our activities are grounded in a real bottom-up process led by marginalized groups and women’s organizations. SPCSN highly promote   shock responsive social protection and formulate policies for the same with Nepal government for its proper implementation. SPCSN has been working and advocating for the rights of vulnerable groups including women, children, elderly people, people with disabilities and informal workers. At present, it is formally registered in the District Administration Office (DAO No. 5769/077/078), Lalitpur in March 2021 and has been affiliated with the Social Welfare Council (SWC No. 52522).

Poor and marginalized citizens will have access to social protection as a fundamental right and grease transparency and accountability in the country.

Mission
All citizens access the social protection schemes with no one left behind.  

Goal 
To play an effective role as a leading network to establish the access of target and beneficiary communities to social protection programs run in Nepal.  

Objectives
– To support establishing social security as a fundamental right by ensuring the benefit of the target group in social security program
-To find and promote ways to increase the coordination and cooperation of three levels of government and related organizations in social protection programs.
-To develop the networks as an organized, fair, independent, and sustainable network at the national level by performing a vigilant role in the matter of social security concerns.
-To increase the reach of the target groups and beneficiaries of the social protection program and increase their access.
-All types of social protection programs should be designed evidence-based and play a role in increasing the meaningful participation of target groups in program monitoring.  

Background information/ context:

SPCSN, in partnership with Save the Children, implementing the Child Sensitive Social Protection – Pahunch Project in Nepal. The initiative promotes greater investment in social protection policies that address the needs of children and other vulnerable populations.

Through this project, SPCSN engages with all levels of government—local, provincial, and federal—as well as civil society organizations (CSOs). Although the Government of Nepal has made commendable progress in investing in social protection, there is a continuing need to ensure that these programs address the developmental rights of children and other vulnerable populations effectively.

To strengthen civil society’s advocacy capacity and generate evidence, SPCSN plans to produce a short documentary that reflects its achievements, historical journey, impact stories, and key milestones.

Objectives of this assignment:

  • To develop a high-quality, engaging, and informative short video documentary (5–7 minutes) that highlights SPCSN’s history, mission, achievements, programs, partnerships, and impact on social protection in Nepal.
  • To showcase the voices of rights holders, beneficiaries, and member organizations.
  • To support SPCSN’s advocacy and communication efforts through a compelling audiovisual tool.
  • To enhance visibility and outreach of SPCSN among stakeholders, government agencies, development partners, and the general public.

Expected Outcomes :

  • A professional short video documentary that effectively communicates SPCSN’s journey, achievements, and role in advancing social protection.
  • Increased awareness among stakeholders and the public about SPCSN’s work.
  • Strengthened advocacy tools to influence policy dialogue at local, provincial, and federal levels.

Scope of work:

  • Develop a detailed storyboard and script in consultation with SPCSN.
  • Conduct interviews with SPCSN leadership, member organizations, beneficiaries, and key stakeholders including partners.
  • Film relevant activities, events, field visits, and archival materials as required.
  • Produce and edit a short video (5–7 minutes) in Nepali with English subtitles.
  • Provide a shorter version (1-minute) teaser for social media promotion.
  • Deliver final outputs in high resolution, optimized for both digital and broadcast use.

Deliverables :

  • Inception report including storyboard and timeline
  • Final script and interview questions
  • Raw footage of interviews and events
  • One short documentary video (5–7 minutes) in Nepali with English subtitles
  • One teaser/trailer (1 minute) for social media
  • Final high-resolution files in mp4 and other editable formats
  • Consent forms from all persons featured in the video

Timeline:

The assignment is expected to be completed within 30 working days from the date of signing the agreement, including planning, shooting, editing, and submission of final outputs. A tentative timeline will be developed jointly at the inception phase.

Qualification and experience required:

  • Proven experience in producing short documentaries or advocacy videos for development organizations or NGOs.
  • Strong skills in storytelling, scriptwriting, videography, and editing.
  • Ability to work with diverse communities, especially marginalized groups.
  • Familiarity with social protection, human rights, and development issues in Nepal is an advantage.
  • Strong capability in developing informative and engaging content that covers constitutional provisions, conceptual frameworks, current practices, community impacts, gaps, challenges, opportunities, and expert opinions related to social protection programs.
  • Ability to deliver high-quality video content within a specified timeframe and budget.
  • At least three links of previously developed short videos in the relevant topic.
  • Company profile and Legal documents (Copy of Company registration, Copy of VAT / PAN registration, Tax Clerance certificate- 2080/081.)
  • Technical proposal and financial proposal

SPCSN seeks value for money in its work. This does not necessarily mean “lowest cost”, but the quality of the service and reasonableness of the proposed costs.
