Terms of Reference (ToR) for Technical Consultancy Services
Social Protection Civil Society Network (SPCSN) is a liberal forum established in 2012 with an
aim to raise voice of right holders, promote interface platform between right holders and duty
bearers in order to help the duty bearers be more accountable on social protection issues. The
Network recognizes the critical importance of shock-responsive social protection systems in
ensuring the well-being and resilience of communities in times of crisis. As an organization
committed to advocating for social justice and inclusive policies, we understand the urgent need
to strengthen the capacity of stakeholders involved in social protection to effectively respond to
shocks, such as natural disasters, economic downturns, conflicts, and pandemics.

Shock-responsive social protection involves designing, implementing, and adapting social
protection interventions to mitigate the impact of crises on vulnerable populations. Traditional
social protection systems often lack the flexibility and agility needed to respond adequately to
sudden shocks, leaving already vulnerable individuals and communities further marginalized. By
incorporating shock-responsive elements into existing social protection mechanisms,
governments, civil society organizations, and other stakeholders can better safeguard the rights
and dignity of those affected by emergencies.
SPCSN with the financial support of We Social Movement (WSM) implementing ‘Promoting
Social Protection Rights in Nepal’ project. Under this project, SPCSN is developing the
comprehensive training manual on SRSP for the purpose of strengthening the capacity of duty
bearers on SRSP.
This ToR outlines our proposed training manual along with facilitating 5 days M-ToT aimed at
enhancing the understanding and implementation of shock-responsive social protection

 To enhance understanding of shock-responsive social protection concepts, principles, and
approaches among practitioners, policymakers, and civil society actors.

 To build capacity for the design, implementation, monitoring, and evaluation of shock-
responsive social protection programs.
 To facilitate knowledge sharing and collaboration among stakeholders working in the
field of social protection and emergency response.
 To promote the mainstreaming of shock-responsive approaches into national social
protection policies and programs.
Scope of Work:
SPCSN seeks an eligible competent and qualified service provider including 2 facilitators to
develop Shock Responsive Social Protection Manual along with facilitating 5 days M-ToT
