Social Protection Civil Society Network (SPCSN) is a liberal forum established in 2012 with an aim to raise voice of right holders, promote interface platform between right holders and duty bearers in order to help the duty bearers be more accountable on social protection issues.

SPCSN in partnership with UNICEF implementing the project ‘Strengthening Social Protection System, Child-Friendly Governance, and Disability’ in federal level and 10 local government of Sudurpashchim province (in collaboration with NEEDS Nepal). The project aims to enhance social protection systems, promote child-friendly governance, and improve disability services. This initiative seeks to address critical issues affecting vulnerable populations, particularly children and persons with disabilities, by implementing sustainable interventions and fostering inclusive policies.

SPCSN invites applications for the following positions (Project Coordinator, Finance Officer and Monitoring and Documentation Officer) from interested eligible candidates (Nepali citizens only) who are reliable, accountable, and have ability to deliver results with highest level of integrity and interested to work on social protection.

Position: Project Coordinator (Full Time)

    Required No: 1

    Duration: Until 13 March, 2026 (including 3 months’ probation period)    

    Work Station: Head office Lalitpur with frequent visits in project area

    Reporting to: Program Coordinator

    Expected start date for joining the office: 1st Week of April

    Major Responsibilities includes:

    • Serve as the focal point for the project in SPCSN, coordinating all activities in collaboration with UNICEF, collaborative partner in province and selected local level stakeholders.
    • Work closely with Program Coordinator and other project staffs to develop project work plans, budgets, and timelines, ensuring alignment with project objectives and donor requirements.
    • Provide overall leadership and direction to project staff and ensure effective team coordination and communication.
    • Track the progress and performance against established targets, identifying risks and implementing mitigation measures as necessary.
    • Facilitate regular meetings, workshops, and training sessions with project stakeholders to review progress, address challenges, and foster collaboration.
    • Liaise with UNICEF representatives, providing updates on project implementation, financial management, and reporting.
    • Coordinate with NEEDS Nepal to ensure effective implementation of project activities, including the compilation of reports and data collection.
    • Support the development and dissemination of project materials, including reports, publications, and behavior change communication materials.
    • Ensure compliance with UNICEF’s project management guidelines, financial procedures, and reporting requirements.
    • Represent at meetings, conferences, and events related to the SPCSN project, as required.

    Qualifications, Experiences & Key Competencies:

    • Master’s degree in Social Sciences, Development Studies / Rural Development, Public Administration, or a related field.
    • Minimum 3 years of work experience in project management, preferably in the field of social protection, child rights, public finance for children, child friendly local governance, and disability inclusion.
    • Proven experience in coordinating multi-stakeholder projects, with a track record of delivering results within specified timelines and budgets.
    • Strong understanding of UNICEF’s compliance, procedures, and reporting requirements is highly desirable.
    • Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders, including government agencies, NGOs, and community representatives.
    • Strong leadership and team management skills, with the ability to motivate and inspire project staff to achieve project goals.
    • Analytical mindset with the ability to identify challenges and develop practical solutions.
    • Fluency in English and Nepali languages, both written and spoken.
    • Proficiency in Microsoft Office Suite and project management software.
    • Self-motivated, goal-oriented, enthusiastic and entrepreneurial attitude.
    • Self-commitment to stay with SPCSN till the project period.

    Finance Officer (Full Time)

    Duration: Until 13 March, 2026 (including 3 months’ probation period)    

    Work Station: Head office Lalitpur with frequent visits in project area

    Reporting to: Project Coordinator

    Expected start date for joining the office: 1st week of April

    Major Responsibilities includes:

    • Manage and oversee financial operations related to the project, ensuring compliance with UNICEF’s financial guidelines and regulations.
    • Develop, implement, and monitor project budgets, in collaboration with Project Coordinator and executive board as per need.
    • Maintain accurate financial records, including expenses, receipts, and invoices, and ensure timely processing of financial transactions.
    • Prepare financial reports, including monthly, quarterly, and annual financial statements, and submit them to UNICEF in accordance with the reporting requirements.
    • Coordinate with NEEDS Nepal and other team members to track project expenditures and ensure budget utilization aligns with project goals and objectives.
    • Conduct periodic financial audits and reviews to ensure adherence to financial procedures and identify areas for improvement.
    • Liaise with external auditors and regulatory bodies as necessary to facilitate audits and compliance checks.
    • Provide financial guidance and support to NEEDS Nepal, SPCSN project staff, including training on financial procedures and best practices.
    • Collaborate with UNICEF to facilitate financial transactions and reporting as per project requirements.
    • Collect the report of NEEDS Nepal along with SPCSN and compile it and submit to UNICEF as part of the project’s reporting obligations.

    Qualifications, Experiences & Key Competencies:

    • Bachelor’s degree in accounting, finance, business administration, or a related field. A Master’s degree will be given preference.
    • Minimum of 3 years of relevant work experience in financial management, preferably in the context of development projects or NGO sector.
    • Familiarity with UNICEF’s financial reporting procedures and guidelines will be given highly preference.
    • Previous experience working on UNICEF-funded projects is an advantage.
    • Strong analytical skills and attention to detail, with the ability to interpret financial data accurately.
    • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
    • Good organizational, interpersonal, administrative and management skills
    • Sound knowledge in Excel and computer in handling all the Office software (FAMOS), accounting packages and taxation
    • Good typing skill both in Nepali and English
    • Able to communicate in English and Nepali Language
    • Good documentation and communication skill

    Monitoring and Documentation Officer (Full Time)

    Duration: Until 13 March, 2026 (including 3 months’ probation period)    

    Work Station: Head office, Lalitpur with frequent visits in project sites

    Reporting to: Project Coordinator

    Expected start date for joining the office: 1st Week of April

    Major Responsibilities includes:

    • Lead and coordinate monitoring and evaluation activities of SPCSN, including the development and implementation of monitoring frameworks, data collection tools, and reporting mechanisms.
    • Collaborate with project staff, partner organizations, and stakeholders to identify key performance indicators (KPIs) for project monitoring and evaluation.
    • Conduct regular field visits to project sites to monitor progress, collect data, and identify challenges and successes in project implementation.
    • Compile and analyze project data to generate periodic progress reports, including monthly, quarterly, and annual reports, and as required within the organization as well as partner organization other stakeholders.
    • Develop and maintain a comprehensive database of project activities, outputs, and outcomes, ensuring accuracy and consistency of data.
    • Document best practices, lessons learned, and success stories from project interventions for internal learning purposes and external dissemination.
    • Coordinate and facilitate project evaluations, including mid-term reviews, and final evaluations, in collaboration with external consultants and stakeholders.
    • Support capacity-building initiatives on monitoring and evaluation for project staff and partners, including training workshops and mentorship programs.
    • Ensure compliance with UNICEF’s monitoring and evaluation guidelines, as well as other donor requirements related to data management and reporting.
    • Contribute to project planning and decision-making processes based on evidence generated through monitoring and evaluation activities.

    Qualifications, Experiences & Key Competencies:

    • Bachelor’s degree in Social Sciences, Development Studies / Rural Development, Statistics, or a related field. Preference will be given to master’s degree.
    • Minimum of 3 years of experience in monitoring and evaluation preferably in the field of social protection, child rights and child friendly local governance, and disability inclusion.
    • Strong analytical skills, with the ability to collect, analyze, and interpret quantitative and qualitative data.
    • Proficiency in data management software and statistical analysis tools.
    • Excellent report writing and documentation skills, including proposal writing skill with the ability to communicate complex information clearly and concisely.
    • Experience in conducting field-based research, surveys, and interviews.
    • Familiarity with monitoring and evaluation frameworks, methodologies, and tools.
    • Ability to work effectively in a team and independently, with strong organizational and time management skills.
    • Fluency in English and Nepali languages, both written and spoken.
    • Knowledge of UNICEF’s monitoring and evaluation guidelines and procedures is an advantage.
